Joseph M. Del Balzo, JDA Aviation Technology Solutions

Mr. Del Balzo is the President of JDA Aviation Technology Solutions, a company offering communications, navigation, surveillance/air traffic management, airport and airspace planning, safety, security, training, and technology support to aviation clients, and has been a well-known national figure in civil aviation for many years.

He previously served as Acting Administrator and Deputy Administrator - the highest administrative position in the FAA -- of the U.S. Federal Aviation Administration (FAA). He also served as FAA's Executive Director of System Operations where his leadership included the definition of requirements for new technology, installing, operating and maintaining all air traffic control systems and facilities, operating the nation's air traffic control system, and developing and overseeing safety regulations for all aircraft, airline, and airmen in the U.S. system.

Mr. Del Balzo is a Fellow of the American Institute of Areonautics and Astronautics, a member of the Board of Directors and Chairman of the Air Traffic Control Association, former member of the Civil Tilt-rotor Advisory Committee, and a member of the editorial board of Air Traffic Control Quarterly. He is an instrument-rated pilot and holds engineering degrees from Manhattan College and Drexel University.

J. E. "Sandy" Murdock III, Shaw Pittman L.L.P.

Sandy Murdock brings over 30 years of aviation experience to bear on the analysis of the O'Hare Modernization Program, and has been involved in major aviation issues from the perspectives as FAA Chief Counsel, Acting Deputy Administrator of the FAA, and as an outside attorney for the airline industry.

During his tenure with the FAA, he participated in high-level policy decisions regarding the expansion of the national air transportation system, including the review of the agency's implementation of the National Environmental Protection Act (NEPA).

Mr. Murdock worked with United Airlines, working with the Vice President in charge of O'Hare and wrote many of the company's policy statements on the airport. He participated in the establishment of the aviation industry's first strategic planning department, which acquainted him with the issues associated with airline operations and use of airports in competition.

In his current private practice, Sandy works on air traffic and airport expansion issues, and ha served as counsel for many NEPA airport proceedings. He has been elected by his peers to chair the aviation sections of all three of the major bar associations (ABA, FBA, IBA) as well as being elected President of the Aero Club of Washington and the Air & Space Heritage Council.

Robert E. Cohn, Shaw Pittman, L.L.P.

Mr. Cohn is an attorney who practices extensively before federal agencies, including the Department of Transportation, Federal Aviation Administration, Department of Homeland Security, Department of State, and Department of Justice. He represents a broad array of clients including U.S. and foreign airlines, airport owners and operators, municipalities, and aircraft manufacturers.

In recent years, Mr. Cohn served as principal outside regulatory counsel to several of the country's major airlines, as well as counsel to several successful start-up air carriers. Mr. Cohn now serves as principal outside counsel to Delta Air Lines.

Before entering private law practice, Mr. Cohn held senior legal and policy positions at the Civil Aeronautics Board (CAB), serving as Executive Assistant to the CAB Chairman and Board members.

Mr. Cohn was awarded his B.A. degree from Syracuse University and his J.D. degree from Georgetown University Law Center, and is admitted to practice in the District of Columbia, the Fifth and Eleventh circuits of the U.S. Court of Appeals, and the U.S. Supreme Court.

Carl B. Schellenberg, Executive Vice President, JDA Aviation Technology Solutions

Mr. Schellenburg is a former Senior Federal Executive at the FAA and has lead major international and domestic aviation programs. He has in-depth experience in finance, operations management, safety regulations, and crisis management. Mr. Schellenberg has over 40 years of aviation experience, has a Doctor of Law degree, and has been admitted to practice before the Supreme Court of the United States.


The work of these highly respected and competent experts is supported by a team of engineers, economists, attorneys, and industry professionals, who will ensure that the FAA will give full consideration to all elements of Chicago's O'Hare expansion plan.

The Village Hall is open 8:30 a.m. to 5:00 p.m. Monday through Friday for payment of water bills, local fines, pet licenses, vehicle licenses, and general Village information. In addition, the Finance Department counter will be open on the first Saturday of each month from 9 a.m, - noon. The Engineering & Community Development counter will be open on the first Saturday of the months of May through September from 9 a.m. - noon.

Village Board meetings are held on the second and fourth Tuesdays of the month at 8:00 p.m. The floor is opened to the public at 9:00 p.m. for comments and questions.
