for rental property owners are found below:

Thoroughly screen each applicant's credit, criminal history, and previous residences
  (also on credit report). There may be a fee for these services.

2.
Only allow persons listed on the rental agreement to occupy the rental property.
Periodically conduct unannounced visits to your rental unit to see who is living there.

Make it clear that drugs and illegal activity will not be tolerated.

Share your name and telephone number with neighbors of the rental home. They are
eyes and ears for you. Have tenants address neighbor complaints. Encourage
neighbors to phone you to report minor problems before they become major issues.

Keep buildings in good repair. Please make sure heat, electric, water, and sewer
function properly. Code violations must be fixed as soon as possible. Tell the residents
you will be conducting periodic inspections of the rental property. Have appropriate
lighting for the property. It's the cheapest way to deter crime.

Verify that the tenant pays the water deposit. Prior to the release of the security
deposit, verify that final water bill has been paid. You as the owner are held
