Owners selling real estate in Elk Grove Village are responsible to pay a real estate transfer tax to the Finance Department. To process your request, the documents listed below must be completed and returned. All forms must read exactly the same as the document being recorded (i.e., husband and wife's name, middle initial, and trust number). Documents failing to comply will be returned unprocessed.
- The Elk Grove Village Real Estate Tax Declaration form (four-part form) with two (2) signatures. The buyer, the buyer's agent, the seller, or the seller's agent, can sign for both parties. Those who obtain the Real Estate Transfer Declaration form from the Internet must submit FOUR (4) completed and signed copies of the form to fulfill its four-part requirement. This form will not be accepted unless it is printed and submitted on LEGAL size paper.
- The Water/Sewer Affidavit with the seller's forwarding address and the date for the final reading of the water meter. A real estate transfer stamp will not be issued if the Village has not taken a final meter reading.
- All delinquent water/sewer charges, parking tickets, citations, and other financial obligations owed to the Village must be paid in full before a real estate transfer stamp will be issued. This includes exempt stamps.
- Contact Utility Billing at 847-357-4060 to arrange for a final reading.
- A copy of the Illinois Real Estate Transfer Declaration.
- A copy of the deed. An unexecuted copy of the deed will be accepted to purchase the stamp. A copy of the signed deed must be forwarded to the Department of Finance within ten (10) days after the closing of the property.
- The stamp may be purchased with cash, cashier's check or money order, made payable to the Village of Elk Grove Village in the amount of the taxes due. No personal checks will be accepted.

- The Request for Refund - Real Estate Transfer Tax form (optional). Residents who sell their principal residence and in turn re-invest in another property located within the Village may apply for a refund of their real estate transfer tax. Sellers reinvesting within the Village will be refunded $2 of every $3 per thousand in Real Estate Transfer taxes paid.
Senior residents 65 years or older may also request a one-time refund of $2 of every $3 per thousand in Real Estate Transfer taxes paid. The property sold or transferred must have been the Senior's principal residence for more than one year and be owned by the Senior. Those who obtain the Request for Refund - Real Estate Transfer Tax form from the Internet must submit three (3) completed and signed copies of the form to fulfill its three-part requirement.
There is a twenty-five ($0.25) per page charge for all copies made by the Village to fulfill documentation requirements.
Real estate Transfer Stamps may be purchased at the Charles J. Zettek Municipal Complex, 901 Wellington Avenue, Elk Grove Village, IL 60007. The complex is open Monday through Friday from 8:30 a.m. to 5:00 p.m. Transactions handled through the mail will take approximately one week to complete. Please include a self-addressed, stamped envelope for the return of your documents.
