Real Estate Transfer

All residents of the Village are required to purchase a vehicle license sticker for each vehicle they own. The Village, in reviewing records furnished by the Secretary of State, has determined that many residents do not purchase a sticker. Many others only purchase a sticker after receiving a citation from a police officer for failing to display a valid Village license. As a result, these residents who annually purchase their license on time, are, in effect, subsidizing those who choose to ignore their legal obligation.

As a result, the Village Board has adopted a new enforcement policy, which is as follows:

  1. All Village Vehicle Licenses must be purchased and displayed prior to June 1st of each year. Citation tickets will be assessed without the sticker displayed. A thirty (30) day grace period will be implemented only on the price of the sticker. After July 1st of each year, a 50% surcharge will be added to the price of the current sticker.
  2. If a citation is issued for failure to display a valid Village sticker, the Village Prosecutor will be directed to seek the applicable court fines and not dismiss the charges just because the individual has subsequently purchased the sticker.
  3. If it is determined that an individual has failed to purchase a vehicle sticker in prior years, those delinquent fees, plus applicable penalties, must be paid along with the current year's fee.

The above policy has been established to insure a fair and equitable revenue procedure concerning Village Vehicle Licenses. Since the policy is newly established and may impose certain economic difficulties with respect to prior year assessments, a one-time amnesty period has been established for all residents who have failed to purchase vehicle stickers in prior years. From March 1st to April 15th of this year, all residents can purchase a 2003-2004 license for the regular price without a penalty and all prior year non-payments for that vehicle will be excused.

Finally, the Village will continue to provide reduced fees for handicapped individuals, disabled veterans and individuals sixty-five years of age and older provided they purchase their license prior to June 1st of each year. After the July 1st grace period, the non-discounted regular rate will be charged.
