The Department of Community Development oversees all private development and consists of three separate divisions: Building, Engineering and Environmental Health.

The Engineering Division of the Department provides a variety of technical and professional engineering services. These services include the planning, review and inspection of construction and maintenance activities associated with the infrastructure, including facilities such as: streets, traffic signals, utilities, storm sewer, watermain, and sewage systems. Departmental responsibilities include: the review of civil engineering plans; construction inspection of private civil engineering projects; miscellaneous administrative duties such as development and revision of Village ordinances and codes, and administration of federally funded projects (FAUS, IEPA); and responding to technical inquiries, requests and/or complaints from Village residents.

The Building Division of the Community Development Department is responsible for enforcing ordinances, codes and regulations relating to the construction, extension, alteration and maintenance of public and private building improvements. Daily inspections are made to insure compliance with building, zoning, land use, property maintenance and municipal code regulations. Enforcement of plumbing, electrical, mechanical and building codes are handled on a daily basis.

The Environmental Health Division conducts routine and complaint-based inspections of food service establishments, retail food stores, school cafeterias, temporary food events, mobile food vending vehicles, day care centers, day care homes, and hotels/motels within the Village in order to ensure compliance with established health codes and ordinances. Other services offered by the Division include plan review for food-related new construction/remodel projects at restaurants, processors, or wholesalers; construction, opening, and change of ownership inspections; pre-construction consultations, and food sanitation in-service trainings. The Division also responds to residential, commercial, and industrial complaints including: garbage/refuse, yard waste, grass/weeds, long-term storage, animals/pests, pollution, stagnant water, salons, smoking, and foodborne illness investigations.
