Village Board Enacts Ordinance to Regulate E-Bikes and E-Scooters

In Elk Grove Village, children’s safety comes first.

To address the increasing use of electric bikes and scooters, the Village Board adopted new regulations on June 17, 2025 to promote safe and responsible operation throughout the Village. These regulations aim to better align the responsibilities and requirements for riders of electric bike and electric scooters with drivers of other motorized vehicles.

Effective July 1, 2025, the following rules will apply to motorized/electric bicycles (E-Bikes) and motorized/electric scooters (E-Scooters):

  • To use E-Bikes and E-Scooters on streets in the Village, riders must have a valid driver’s license.
  • Riders of E-Bikes and E-Scooters can only operate on streets that have a speed limit less than 35mph.
  • At night, E-Bikes and E-Scooters must have a front light visible from 500 feet and a red rear reflector or light visible from at least 100 feet.
  • Additional rules and regulations are listed on the Village website at elkgrove.org/ebike.

Riders in violation of these regulations may be ticketed by the Elk Grove Village Police Department. Fines can be issued up to $200 for violations of these ordinance regulations. Additional fines may apply for other violations or offenses.

Individuals under the age of 18 operating E-Bikes or E-Scooters in violation of the Village regulations must be collected by a parent or guardian after being stopped by the Police. If a parent or guardian is not immediately available, minors may be taken into the Elk Grove Village Police Station until a parent or legal adult responsible for the rider is able to pick them up.
