Proposed State Law Would Change Elk Grove Neighborhoods

Post Date:05/07/2026 6:00 AM

A new state proposal would reshape single-family neighborhoods across Elk Grove Village.  Under the Building Up Illinois Developments (BUILD) proposal, homes in Elk Grove could be replaced with 6–8-unit apartment buildings — by right, with no Village approval and no input from neighbors.

The BUILD proposal is intended to increase the housing supply, but in practice it replaces the local regulations that have shaped our neighborhoods with new one-size-fits-all rules from Springfield. Below are some examples of what you could see in your neighborhood if this legislation moves forward.

3-story apartment building between two 1-story single-family homes

Single family home replaced by 8-unit condo building

single family home with a 3-story addition emerging from the garage

Large addition to existing home to allow additional dwelling units

The BUILD proposal is still under review. If you have concerns, now is the time to contact your State Representative and Senator.

Elk Grove Village residents are represented by Representative Jennifer Sanalitro or Representative Michelle Mussman, and Senator Seth Lewis or Senator Laura M. Murphy, depending on your address—You can check who your State Representative and Senator are here and find their contact information below:

Representative Jennifer Sanalitro (House District 48) - 630-349-0645 or repsanalitro.com/contact.

Representative Michelle Mussman (House District 56) - 847-923-9104 or staterepmussman@gmail.com.

Senator Seth Lewis (Senate District 24) - 630-349-0645 or senatorlewis.com/contact.

Senator Laura M. Murphy (Senate District 28) - 847-718-1110 or senatorlauramurphy.com/contact-us.

Elk Grove Village believes the State needs to work WITH communities to address the root causes of the housing shortage, instead of proposing a unilateral plan that would fundamentally alter neighborhoods without the ability for local communities to guide how and where growth occurs.  More information can be found in this letter, sent to the Village's representatives and senators in the State Legislature.
