Project Description
The culverts connecting Lake Cosman, one on Wellington Avenue (east of Leicester Road), and the other on Leicester Road (north of Wellington Avenue) are going to be replaced due to their poor condition. Along with replacements of the culverts, some utilities will also be upgraded. A detour will be in place during construction. Road closures will be required for the duration of the project. Detours will be in place to direct traffic. One roadway will be open to traffic at all times for the duration of the project. Road closures will be posted on the Village’s website and social media accounts, providing advanced warning. A rendering of the new culverts is shown below.

Project Updates
October 31, 2025: This week, the contractor paved the binder and surface on Wellington Ave. culvert, as well as poured the public walk. The contractor continued landscaping and paved the surface on Leicester Rd. The detours were removed as both Leicester Rd. and Wellington Ave. are now open. All landscaping and punch list items are able to be completed with the roadways open. Next week, it is anticipated the contractor will be working on landscaping and restoration of the entire site.
October 24, 2025: This week, the contractor removed the sheeting on the Wellington Ave. culvert. All of Lake Cosman is now connected. The contractor also started landscaping plantings and restorations on the Leicester culvert. Next week, it is anticipated the Wellington Ave. culvert will be paved and the final surface on the Leicester Rd. culvert will be paved. Additionally, the sidewalk on the Wellington Ave. culvert will completed and backfilled. Both culverts will be open to traffic by the end of next week with final landscaping and restoration left on the project.
October 17, 2025: This week, the contractor completed staining the outside walls of the Wellington Ave. culvert. Next week, it is anticipated the sheeting on the Wellington Ave. culvert will be pulled, the binder on the Wellington Ave. culvert will be placed, along with the surface course on the Leicester Rd. culvert and Wellington Ave. culvert. During this time, the staining of the culvert walls will continue.
October 10, 2025: This week, the contractor poured the sidewalk, curb and gutter, and started restoration on the Leicester Rd. culvert. The roadway was also opened Friday as remaining work can be done with the roadway open. Next week it is anticipated the contractor will continue restoration and landscaping. On Wellington Ave. this week the curb and gutter was poured. Next week, the contractor anticipates to be staining the Wellington Ave. culvert and will finish staining the Leicester Rd. Culvert.
October 3, 2025: This week, the contractor installed the railing on the Leicester Rd. Culvert, and removed the sheet piling, allowing the 2 sections of Lake Cosman to be connected. Next week it is anticipated the contractor will pour the sidewalk and complete landscaping. On Wellington Ave. this week the culvert backfill continued with the rip rap. Next week, the contractor anticipates pouring the curb and gutter, with potential for the binder course to be paved.
September 26, 2025: This week, the contractor completed staining the outside wing walls of the Leicester Rd. Culvert, as well as paved the binder course over the culvert. Next week it is anticipated the contractor will continue staining the interior form liner walls, pull the sheet piling and start pouring the concrete sidewalk. For Wellington Ave., this week the culvert was backfilled and the head walls were stripped of the form liner. Next week, the contractor anticipates to continue backfilling the culvert.
September 19, 2025: This week, the contractor started staining the form liner walls of the Leicester Rd. culvert and started final grading the wing walls. Next week it is anticipated the contractor will continue staining the form liner walls, pour the curb for the Leicester Rd. culvert and potentially pave the roadway binder course. For Wellington Ave., this week the culvert the head walls were framed and poured. Next week, the contractor anticipates stripping the head walls and backfilling the culvert and wing walls with stone.
September 12, 2025: This week, the contractor placed the subgrade and topsoil on the Leicester Rd. culvert and prepped the wing walls for staining. The form liner wing walls were poured at the Wellington Ave. culvert, and the contractor started framing the form liner headwall. Next week, it is anticipated the contractor will stain the wing walls of the Wellington Ave. culvert. And start backfilling the Wellington Ave.
September 5, 2025: This week, the contractor placed the subgrade and topsoil on the Leicester Culvert and finished framing the wing walls of the Wellington Ave. Next week, it is anticipated the contractor will pour the wing walls of the Wellington Ave. culvert., start staining the Leicester Ave. culvert, and start framing the curb for the Leicester Ave. culvert.
August 29, 2025: This week, the contractor backfilled the Leicester Culvert and started framing the wing walls of the Wellington Ave. Next week, it is anticipated the contractor will continue framing the wing walls of the Wellington Ave. culvert.
August 22, 2025: This week, the contractor poured the head walls of the Leicester Culvert. Additionally, the contractor prepared the Wellington Ave. culvert for to start framing the wing walls. Next week, it is anticipated the contractor will backfill the Leicester Culvert and start framing the wing walls of the Wellington Ave. culvert.
August 15, 2025: This week, the contractor continued back filling and waterproofing the Wellington Ave. culvert. Additionally, the contractor formed the head walls for the Leicester Rd. Culvert. Next week, it is anticipated the contractor will pour the head walls of the Leicester Culvert and start removing the wing wall forms.
August 8, 2025: This week, the contractor placed the Wellington Ave. culvert. Additionally, the contractor poured all 4 of the form liner wing walls of the Leicester Rd. Culvert utilizing a concrete pump truck. Next week, it is anticipated the form liner walls will be stripped. Also, the Wellington Culvert will be prepared for backfill and partially backfilled.
August 1, 2025: This week, the contractor continued working on the form liner wing walls of the Leicester Rd. Culvert. A small crane was necessary to put the finishing pieces on the form liner wall. Next week, it is anticipated for the walls to be completely formed with the cap forms in place. It is anticipated to pour at the end of next week with a concrete pump. Also, next week a crane will be mobilizing on Monday to place the Wellington Ave. structure on Tuesday.
July 25, 2025: This week, the contractor continued working on the form liner wing walls of the Leicester Rd. Culvert. In the picture below you will see the white form liner on the wall. Additionally, the contractor started installation of the structural steel for the wing walls which is green in the picture. Next week, it is anticipated for the walls to be completely formed with an anticipated pour at the end of next week with a concrete pump.
July 18, 2025: This week, the contractor started on the form liner wing walls of the Leicester Rd. Culvert. This is anticipated to take this week and next week to prepare for the form liner wall pour. As shown in the picture, one half of each wall has been formed.
July 11, 2025: This week, the contractor started to backfill the placed culvert as well as waterproofed and sealed all the joints on the culvert. Next week, the contractor will continue backfilling and prepping the Leicester Road Culvert for the framing/pouring of the wing walls. Framing is anticipated take a few weeks.
July 3, 2025: This week, the contractor mobilized the crane and placed the pieces of the Leicester Rd. culvert. Next week, the contractor will continue prepping the Leicester Road Culvert for the wing walls as well as for backfilling. Also, the contractor is anticipated to prepare the Wellington Ave. Culvert for placement when the pieces are ready for delivery.
June 27, 2025: This week, the Wellington Ave. culvert removal was completed and the foundations were framed and poured. Next week, it is anticipated the contractor will mobilize the crane and place the pieces of the Leicester Rd. culvert.
June 20, 2025: This week, the contractor passed the pressure test and chlorinated the Wellington Ave. culvert watermain and put it into service. Additionally, the culvert removal continued. Next week, it is anticipated the contractor will continue demolition of the Wellington Ave. Culvert and start to grade the culvert for the foundation preparation.
June 13, 2025: This week, the contractor completed the Wellington Ave. culvert watermain work and continued the culvert removal. Next week, it is anticipated the contractor will continue demolition of the Wellington Ave. Culvert.
June 6, 2025: This week, the contractor started the removal of the Wellington Ave. culvert. Next week, it is anticipated the contractor will replace the watermain and continue removal of the Wellington Ave. culvert.
May 30, 2025: This week, the contractor started installing sheet piling for dewatering of the Wellington Ave. culvert. Next week, the contractor will start the culvert removal of the Wellington Ave. Culvert.
May 23, 2025: This week, the contractor added rip rap to the middle of the culvert on Leicester Rd. and cleaned and started mobilization with the closure of Wellington Ave. Next week, the contractor will install the sheet piling and dewatering at the Wellington Ave. culvert in preparation for the culvert removal.
May 16, 2025: This week, the contractor continued structure excavation and started framing the footing for the new culvert. Next week, it is anticipated that the contractor will complete framing and steel work and pour the culvert footing.
May 9, 2025: This week, the contractor continued structure excavation and started framing the footing for the new culvert. Next week, it is anticipated that the contractor will complete framing and steel work and pour the culvert footing.
May 2, 2025: This week, the general contractor completed the culvert removal and continued structure excavation. Next week, it is anticipated that the general contractor will continue the structure excavation and prepare the forms for the pouring of the culvert footing. The existing detour will remain for the duration of the Leicester Road culvert replacement.
April 18, 2025: This week, the general contractor installed the watermain from north of Leicester Rd. to the south. The watermain is currently being tested and disinfected so it can be connected to the watermain system and put into service. Next week, it is anticipated that the general contractor will continue the excavation for the culvert structure while working to remove what remains of the existing culvert. The existing detour will remain for the duration of the Leicester Road culvert replacement.
April 11, 2025: This week, the general contractor removed a portion of the culvert and started the installation of the watermain from north of Leicester Rd. to the south. Next week, it is anticipated that the general contractor will complete the watermain and continue the removal process of the existing culvert. The existing detour will remain for the duration of the Leicester Road culvert replacement.
April 4, 2025: This week, the general contractor started dewatering and removals of the existing culvert on Leicester Road. Next week, it is anticipated that the general contractor will complete the removal process of the existing culvert and will begin working on the watermain replacement. The existing detour will remain for the duration of the Leicester Road culvert replacement.
March 28, 2025: This week, the general contractor installed the silt fence and other erosion control & sediment protection measures. It is anticipated the contractor will have the sheet piling installed and will begin the dewatering process by the end of this week. This process is to prepare the site for the existing culverts demolition. Next week, it is anticipated that the general contractor will begin the removal process of the existing culvert. The existing detour will remain for the duration of the Leicester Road culvert replacement.
March 21, 2025: Next week, it is anticipated that the general contractor will begin work on the Leicester Road culvert replacement. Anticipated work includes installing the erosion control, a full closure of Leicester Road resulting in a detour (shown below), and the installation of sheet piling with vibration monitoring for the dewatering process.
